No. I don't think so. According to wikipedia:
Soon after the Lancaster House constitutional conference in 1962, Banda made it clear in the Legislative Council that he alone was responsible for making policy, which the ministers were to execute without debate or dissent. No criticism of Banda was permitted, but Banda allowed ministers to criticise each other and did not counter claims that the significant number of ministers from the north were favouring fellow northerners.
I think the above quote proves that he was already a dictator. In 1962, he made it clear that ministers should just execute without debate or dissent. This sounds like a dictator to me.
